To provide free quality healthcare to poor families in Gujarat, Gujarat Government has launched Mulmantri Amrutam (MA) Vatsalya Yojana. The scheme is mainly for State Poverty Lines (BPL), Lower Income Group (LIG) and Lower Middle Class (LMC) families. The scheme was originally launched on September 4, 2012 and was later upgraded to 2014. Most recently in 2017, LMC was included in the scheme.

Program Introduction: -

For people who live below the poverty line and low income group, illness poses a permanent risk not only to their income and earning capacity, but in many cases, it results in a debt trap. When the need for treatment arises for a poor family, they often ignore it due to lack of resources, fear of loss of wages or when it is too late they wait till the last moment. Health and poverty are intertwined. These families are plunged into an apparent debt poverty cycle due to the exorbitant costs caused by the catastrophic health shock.

To address this major weakness of the BPL population in Gujarat, Chief Minister Amrutam "M.A." The scheme was launched by the Government of Gujarat on September 4, 2012.

While in lower middle class families, serious illness occurs and when such families are not included in the definition of BPL so they cannot get free treatment, and they are not able to spend money for serious illness. Therefore, based on the feedback from various stakeholders, the scheme "has been given to all households with an annual income of Rs 1.50 lakh or less than Rs 1.50 lakh as annual names as Chief Minister Amrutam Vatsalya."



In the current financial year 2017-18, the income limit is Rs. “M.A. 1.50 lakh or less for middle class families under Vatsalya scheme. 1.50 lakh annually.

Under the scheme, the government provides free medical checkup, treatment and surgery of Gujarat in case of serious illnesses along with transportation charge. Poor and marginalized families do not have money for expensive treatment, in such cases patients die without treatment or families are pushed into debt. The Chief Minister Amrutam (MA) Vatsalya Yojana aims to support such patients and families and help save the lives of patients and provide social security to the family.

Beneficiaries are given MA Vatsalya card. This card can be used for cashless treatment in government and selected private hospitals.

M.A. Vatsalya card:

Mandatory card to avail the benefit of Mukhyamantri Amrutam (MA) Vatsalya Yojana

It is a QR coded card (Quick Response coded card) issued by the government

This card can be the 6th member in a family with 5 newborns on the same card

The card contains a photograph of the head of the family, a unique registration number (URN), name of the district, name of the taluka and name of the village and biometric thumbprint of all the registered family

A certificate of income is required to apply for the MA Vatsalya card

The following offices have been assigned to issue certificates of income to the beneficiaries: District Collector, District Development Officer, Deputy Collector / Assistant Collector, Province Officer, Deputy District Development Officer, Taluka Mamlatdar, Taluka Development Officer, Deputy Mamlatdar

For encouraging Quality services, Hospitals accreditation by NABH / JCI (Joint Commission International)/ ACHS (Australia) or by any other accreditation body approved by International Society for Quality in Healthcare (ISQua) is given Quality Incentives of 10% extra package change over and above the package rates.
IEC activities are also carried out. Under this, Mega Heath Camps are conducted in every district in which participation of impaneled hospitals, both private and govt. is necessary. In addition to Mega Health Camps, General Health Camps are also conducted by the impaneled hospitals every month. Radio and Print advertisements are given on local radio channels and newspapers to generate awareness about the scheme in the targeted population. Rs.100 per BPL family is given to ASHA to accompany BPL family for enrollments at their respective Kiosk. Enrollment through Mobile Kiosk, the incentive of Rs. 2/- per registration of “MA” & “MA Vatsalya” family is given to ASHA.

Scheme Features: –

This is a 100 % State-funded scheme where the fund directly goes to the service providers.  To have healthy competition and not to replace public institutions consciously, it was decided to empanelboth private and public/trust/Grant-In-Aid hospitals to render their services under ‘MA’.
Package rates selected under ‘MA’ are derived from the market through competitive bidding process via e-tendering. Unlike from other states which went by the recommendation by Advisory Committee members in this Scheme.

An Implementation Support Agency has been appointed for claim processing and appointment of Regional Coordinator, District Coordinator & Arogya Mitra.

A dedicated state owned data center and the server is established with a storage capacity of 5 TB to deal with the voluminous data being generated. The IT Support Agency, (n) Code Solutions, is responsible for the development of software, enrollment of beneficiaries, setting up of Taluka kiosks etc.
